Every state shared services model eventually runs into the same wall.
The infrastructure is solid. Agencies are onboarded. Services are being delivered. But the billing operation underneath it all, the process that translates service delivery into accurate agency chargebacks, is running on tools and manual effort that were never designed for this scale.
That is exactly where one state Office of the CIO found itself when they came to BluLogix.
The Situation
This state’s Central Services division was built to leverage computing and network infrastructure through a shared service model. They provided a full suite of managed services to agencies across the state: computing, storage, network, backup, and more. The service delivery side of the operation was working.
The billing side was not.
The software they had used for years to generate agency invoices had reached end of life. The manufacturer was no longer supporting it. In-house SQL tools built to fill the gaps were unreliable and could not scale. Every data transfer between systems was a manual process. And as agencies expanded their cloud usage, the volume and complexity of billing data was growing faster than any manual process could keep up with.
Something had to change.
What They Needed
The office came to the evaluation with a specific list of requirements. They needed to automate usage data collection from cloud providers and their IT service management system. They needed to apply charges accurately or pass through vendor costs on a dollar for dollar basis. They needed to give agencies a self-service portal for invoice review and approval. They needed to automate invoicing across all agencies. And they needed invoice approvals to flow directly into accounts payable, with clean exports into the state financial accounting system.
These were not optional improvements. They were operational necessities.
What SOFTRAX + BluLogix Delivered
The platform automates billing data collection from both the ITSM system and cloud providers, supports consumption-based billing for cloud services, and provides rate management tools so Central Services can set and adjust charges by service type. Agency customers get a self-service portal for invoice visibility and approval. Invoices are distributed automatically across all agencies. And the platform exports billing summaries in the format required by the state financial accounting system, generating proper accounting entries on both sides of the transaction automatically.
Invoice customization for state regulatory and policy requirements is built in, which matters in government contexts where billing formats are not flexible.
The Results
The outcomes were significant and measurable.
Thousands of man-hours saved every year. Staff time that had been consumed by manual data movement, reconciliation, and invoice preparation was recovered and redirected.
Invoice errors eliminated completely. Every error that no longer happens is a dispute that does not need to be resolved, a trust relationship that does not get strained, and an administrative burden that both central IT and the agency avoid.
Faster invoicing cycles. Charges reached agencies sooner, approvals processed faster, and billing cycles closed more predictably.
Improved vendor payment timeliness. Clean data flowing through the billing process meant accounts payable became more accurate and timely, with real downstream benefits for vendor relationships.
The Broader Point
This state’s story is not unusual. Aging billing software, in-house tools hitting their limits, manual processes breaking down under cloud volume growth: this pattern is present in state IT organizations across the country right now.
