This state’s Central Services division was built to leverage computing and network infrastructure through a shared service model. They provided a full suite of managed services to agencies across the state: computing, storage, network, backup, and more. The service delivery side of the operation was working.

The billing side was not.

The software they had used for years to generate agency invoices had reached end of life. The manufacturer was no longer supporting it. In-house SQL tools built to fill the gaps were unreliable and could not scale. Every data transfer between systems was a manual process.
